These aren't helpful developments.

Turkey claims to be surveying on behalf of the Turkish Cypriots but I doubt Ankinci would have asked the Barbaros to return at this sensitive time, he knows it would probably bring the talks to an end. It's a stupid provocative thing for Turkey to do but it could backfire and drive a wedge between Turkey and the "trnc" and bring the negotiating parties closer together.
