Right now we don't have any Treaty of Guarantee. We have 100% control of the RoC and the citizens within the legally controlled areas are equal to all others just like is the case in most other Western Democracies.
If there is to be a new BBF then everything starts with a clean slate otherwise we don't agree to go to a vote even and even if we did, it won't wash with the voters.

There are many reasons why they won't Guarantee Cyprus.
They know that it is an insult to RoC Sovereignty! They also have no ambitions on Cyprus whatsoever.
But they are not the only ones. The UK, when asked will rip the agreement up instantly.
Only Turkey wants this Treaty which the GCs will never agree to. It is the catalyst to destroy Cyprus for good and Turkey does have plans where it will create something in order TO justify another Piss Intervention.
If you want Guarantees, then you will need to look elsewhere - NATO or EU I'm afraid or both.
Otherwise it's Status Quo because we are happy as we are right now.
