Actually, if you go to that website and study it a little, you will find that it is trashing a religious sect in Pakistan known as the Qadianis (http://en.wikipedia.org/wiki/Qadiani). The author is referring to a picture of some Pakistani women who belong to that sect and is no doubt using the term 'Turkish Burqa' in a derogatory sense, intended to mean that they are not as well covered as the author would like, and I can imagine that there is a perception in Pakistan that women in Turkey do not cover themselves up adequately.

While I see a lot of merit in your hypothesis and I, too, think that Turkish Cypriots are quite different from people in Turkey, it might help if you found some pictures that actually were of Turkish women, mate. Strewth.
