In the good old days the Doctor's arch nemesis, the Master, was obviously supposed to be Cypriot, even though they couldn't find a genuine Cyp to play the part (que "racism" jibes).
In the reboot, the Master, who was obviously way cooler in the old days, was replaced by an English incarnation who was driven mad by the sound of drums. He was killed off, supposedly for good, so that all that remained was his hand, kept by the new Doctor.
Now the joke is what's the difference between the Pope and Doctor who, nothing, they keep being replaced by "White" men.
But a "Black" Doctor just goes to show how "racist", read monochrome, the "White" establishment that runs the BBC (read "Big Black Cock") are, they would never consider any other ethnicity than "Black", not Chinese, not Vietnamese, not Russian, not Jewish, not the lot.
