Territories are not signed over to the EU but governments become members of the EU, thus affecting the daily lives of their populations.

So to answer your question neither the north, east, south, or west of Cyprus belongs to the EU.

This is the result of the EU decision not to extend the aquis to the occupied territories. By simply stepping over the green line TCs get the status of EU citizens and reap the benefits. Going back over the line they are free of EU obligations. Chameleons are less gifted.
