Any government or council form you fill in also asks questions on ethnicity. You aren't obliged to fill in this ethnicity section.
The choices include ticking either the "gc" or the "tc" option, with no just CY option. So that section goes unanswered.
As to religion, the section usually does contain a simple atheist option.
The issue here is not so much about what options they gave but that an option that was not available during the census interview showed up in the results.
Do you have a copy of this so-called census which you filled in?
They do not give you anything to fill in. It is an interview. They ask questions and you answer. Apparently those who made the interviews didn't even ask all the questions. My parents for example were not even asked what their religion was. Knowing this I specifically asked for this option when I was interviewed a few days later and I was told that the option for "atheist" or "no religion" did not exist. You either had to choose one of the religions listed or "other", which in this case would be totally inaccurate. But as I explained that is only half the issue. The other half, and even bigger issue, is that an "Atheist/No-religion" option showed up in the results.
