The 70-30 crap goes back to the civil service positions under the original RoC agreements. Civil service positions and NOTHING else. And even then, it was hard to find enough qualified TCs so the gendarmerie was created and staffed with TCs to bring up the numbers. Funny how the British who foisted this one on us, they never had a 70-30 allocation of civil service positions and the GC employees as a proportion have outnumbered the TCs during British colonial times.
I still think the best way out of this impasse is to go to the individual citizens and not the bloody community crap again, Each citizen gets an equal share of the profits, if there are any. Those who choose to spend their money will have their share taxed as income. Those that choose to save it get it tax free, that way the investment potential is encouraged for the local economy.
And that would shut the Turks up for good, excludes the colonists, applies truly democratic principles, as in one man one share. Cash in the pocket is a great decision enhancer.
