I think the UK has been remarkably very good about this.
They allow the Scots to have their say without any interference. There are not many countries in the world that will allow this to occur and in total peace and harmony.

good point, in a Federalised Britain, for there to be the Union Jack to fly higher, it would be necessary for an English Constituency, an equal to the others (in power), to exist as well.
as i've asked before, there exists a Republic, and there is a Turkish Constituency, where is (are) its equal, other Cypriot Constituencies?
