Been living in Athens since 1976,
Never got any free bus rides, i must renew my residence permit every 5 years, do not vote in any elections, local or national, could have voted in the EU elections but never was told how to go about it.

Any EU citizen can vote in any EU country where he/she is resident. That's because it's a EU election not a Greek (in this case) election.
You can probably find out how to do it on-line if you feel it's worth it.
