The US has been probably the most critical country of Israel, but at the same time they know full well that israel will not negotiate with Hamas until hell freezes over and neither would they.
Disproportionate Force doesn't really mean anything. It is another 'Liberal Term' from Sydney's North Shore (probably the wealthiest place on the planet) just so that they can appear intelligent and say look "I can point to Israel on the map".
You can weather the thousands of rocket attacks until one day, those that fire them get attacked - a very legitimate thing and something most countries would do under those conditions and circumstances.
