The letter is almost certainly a fake and a crude one at that. There are other sites with far more documents indicating that in mid July 74 Kissinger was possibly making up policy on the hoof, but there was Us plan to remove him. The entire plot was possibly principally a ploy by Ioannides to give the junta a bit if cred at home. It was tottering. The us principal concern was to keep Nato intact by avoiding war between Grrece and Turkey, possibly even UK and Turkey. and prevent soviet intervention against the background that in early 74 big Mak and Akel were in touch with the Bulgarians and through them with Czechoslovakia for Arms and indeed the USSR were involved in the background.

After the coup indeed they were discussing putting in either big Mak or Clerides as president. Samson was not wanted by the USA.

You almost certainly cannot prove it's fake, STUD. Ioannides's ploy? That fool was incapable of feeding his own dog.
