Could be. This is a serious upgrading of the ROC and something unthinkable under Christofias. There are two things going on. First is Cyprus abandoning its policy of non-alignment. Second is the US realising that its policy of a divided Cyprus is not in the West's interest.
What the GCs have sold to the Americans is the prospect of a united Cyprus being a strategic partner to the West and an influential player in the region. Gas discoveries have made this possible.
But for this to happen then Turkey must be persuaded to withdraw from the island. Biden's visit is hopefully proof that the US have taken this as a serious objective.
