They've been running something resembling a corrupted non-profit organisation with HQ's in a village. Not that there's less corruption on the govt controlled area...its just that our corruption is official and internationally recognized.

The EU deal with the Republic of Cyprus, directly.
Who cares, overstay is wasting his and everyone else's time if he thinks he can negotiate directly with the EU and on his terms. He has to comply with the EU aquis.
