That is a valid point. Since the asker has not revealed his/her nationality, it is hard to give a precise answer, but, for example, British citizens going on holiday in another EU country can apply for a form from the Department of Health and Social Security before leaving which entitles them to free health cover elsewhere in the EU for three months. So, somebody coming to Cyprus, for example, would present this form if they needed medical treatment and the UK authorities would pick up the bill. I am sure a similar arrangement applies in all EU countries. However, it is worth noting that the public health system in Cyprus is a lot more rudimentary than that in the UK. After three months, it may be worth considering private medical insurance. One plus is that private medicine in Cyprus is cheaper than in Western Europe.
