Why? They do not hold official posts in any capacity they are simply 2 individuals that represent their communities in a negotiation. There is no protocol for meeting with individuals. Now had Turkey been clever (and I'm guessing they were but got shot down) they should have rolled out the marching band, the red carpet, the foreign minister should be at the door ready to greet him so that they'd indirectly upgrade their guy who was let in via the back door of the ministry in Athens.

As far as I can make out you are right they regarded the reps as people of countries they do not recognize so they were not given the official importance as bestowed on leaders and foreign diplomats, we are used to it but for you GCs it must have been a shock.
