You achieve this by - giving the settlers citizenship to debase everyone else and give them a bigger say than the TC's. Essentially, the TC's become a minority of a minority that is now pretty large and has an allegiance with Turkey. Also, how can the refugees return to their homes when it would mean you would have to turf the "new Cypriots". Now they are legitimate and have political clout in the government and given Turkeys track record and meddling nature, I'll leave the rest to your imagination.
less than 1% of the TC's and the settlers agree with Sener, he is a bane to them. This in my opinion thwarts the idea that making them Cypriot citizens will achieve peace. It creates more problems.
I just don't understand why they need to be given Cypriot citizenship.
