We have all argued what we (both Greek and Turkish Cypriots) believe a Bi-Comm, Bi-Zonal FEDERATION (BBF) is - based on the signed agreements to the end of reaching a Cyprus Settlement. We all say that a BBF deal needs to be based on a Single Citizenship, a single personality with Two Bi-Zonal areas as its foundation. Well, haven't we tried that already numerous times with the "Set-of-ideas" and the "Annan Plan"? Seriously, seeing that BOTH leaders on the island are Compelled to sit around the Negotiating table in search of this kind of deal, what are your realistic thoughts on its compromise?.................(if you are asking me who I work for, let's just say that your comments will be viewed by a higher authority, so please keep it real and respectful as I will be forwarding this blog to some sources of interest).

For me at essence it is actually very simple. For any issues that effect either community the same then straight majority of all Cypriots should prevail. On any issues that affect either community differently then it should require separate consent of each community. For me personally provided this protection was afforded the TC I would be happy with a unitary state with no need for bi-zonality even., though this is probably not true of the majority of TC today.

I also hope that you will also forward the other blogs where you openly insult the GCs as well so that they may also see why you get the reactions that you do.

And really, who gives a fig what illegal 'authority' you are going to enlighten with this blog.

MY VIEW:

My Idea of the Type of Federation that I believe may work under the Current Negotiation process/criteria: Cyprus could be united (only) in very few realms; such as defense, foreign affairs and a very weak common president, therefore forming more of a confederation. The two proposed constituent republics of the new Single “United Cyprus Republic” must function separately, with however a single external personality, but under separate economic policies, as well as using separate currencies until the “Turkish Cypriot State” is ready for EU adoption. Thus, the new “United Cyprus Republic” being formed, not in one sweep after a referendum, but developing over a period of time in a series of confidence building measures with firstly the “United Cyprus Republic” with its two Constituent Republic states in its initial and immediate stage. This method, I believe will serve both Greek and Turkish Cypriot sensitivities until complete trust within all of its federal organs are gained over time. The EU can act as a Catalyst, but Greece and Turkey would have a more prominent role in it’s security aspects – of course not implying any conflict, but perhaps synergising the two mainland countries to working more closely with the new Republic.

can you give us examples of issues?

joining the eu and nato fall under which category in your theory?

I read your View, I can summarise it in a word. Annexation, as this is basically what you are asking for. As if....

What do you think the current scenario is B25? Let's just say that a few more years of today's current trend and you will really see Annexation in all of its Glory - when Eroglu is replaced and Turkey finally abandons the current UN Negotiations criteria. In the interim, the solution that I have written above is probably the most probable and realistic if a Federal based solution is what you have in mind. The other type which your leader is calling for will ultimately lead to Annexation due to its outright rejection by our TC authorities and Turkey losing patience with the Cyprus Problem.

For me these would fall into the category of effecting both communities the same.

For examples of issues that would effect them differently and thus require separate consent of each, well the big historic one would be enosis. To give a more contemporary possible example imagine a proposal to put limits on external foreign investment from non EU countries. Further imagine that GC businesses get 85% of current foreign investment from EU countries but TC businesses get 70% plus from Turkey. Thus this proposal would affect the TC community in very different degree to how it effects the GC community and thus should require separate consent of each community. The hope would be not that the proposal is simply vetoed by the TC community but that some compromise could be reached , say by including investment from Turkey as if it were an EU member state. This is just an hypothetical example. In many ways you could define what is an issue that affects the communities differently by to what degree how someone supports or does not a proposal is linked to what community they are from. If 'supporters' and non 'supporters' are spread equally or roughly equally amongst each community then it is one that affects them equally. Conversely if support or non support for a proposal is defined largely by which community you are in then that shows that it affects one community differently from the other.
