Ok vp lets say its 27% land for the north,and we figure out a voting scheme(cross voting or weighted) for the senate.WHat about property and security?

The most I can see for security the gc would allow would be for turkey as a guaranteor for the north and the least turkey part of a hybrid EU/NATO force.

Property I don't think is really such a tough issue,many will not move to the north unless under gc administration so would the tc allow for return of property to original owner(who most likely will sell)?
