Lordo, you are an idiot. During enlargement negotiations the Maltese were granted a derogation as regards the acquisition of second homes by foreign buyers, except for those who have been residing on Malta for 5 years. This is to prevent locals from being priced out of the property market. This is the only permanent derogation ever granted by the EU and has no relevance to Cyprus.

In terms of free movement the Gozitans, like the Maltese, are free to live anywhere they like on the Maltese archipelago.
