We have discussed this before the upper house would be made up of eg 30 GC MPs and 15 TCs, the candidates with most regional votes will fill in the spots, the upper house can vote with minimum votes eg 10 GCs and 5 TCs to pass a bill. So for example the X party will have candidates from regions in the south and north the people of that region will vote and choose a TC or even GC MP but that MP must also have enough votes to get into the highest 30 GC MPs or 15 TC MPs.

vp, when the voter goes to the booth, tell me, what exactly, or who exactly does he vote for? how many votes does he have, and if he votes for representation by electoral district, does the voter have a vote for the President as well?

The Presidential election is a totally different ball game and should be elected from the upper house from candidates elected by the people.

In the booth you will have one vote for the person7party you want to represent you in the upper house, his or her total votes must also be enough to take a slot in the overall register of first past the post GC MPs and TC MPs.

...so, if i understand correctly, you are suggesting that there are no constituencies, that there will be only one governing body which will be the Federal Government, won't Turks as Turkish Cypriots have representation as Persons?

There will be two states north and south under a BBF with one upper governing the whole country made of MPs that will come form the 30 regions in the south and 15 regions in the north, firstly they have to win the most votes in their region and have enough votes to get into the top 30 or 15 desiganted GC and Tc seats. The there will be minimum number of votes required from each states MPs to pass a bill eg 15 GCs and 5 TCs.

...to be clear, would each Constituency vote for there own Assembly, so that electors can effect the concerns they have as a Constituency (as Persons), rather than, as Individuals?

RW we are pissing in the wind if we think we can have a system where gcs will be allowed to move to a state and be able to take control of that federal governemt. why put sucha system in front of the tcs when you know very well it will be voted against. you are running before you can even crawl.

let the system start as BBF invisgaed. it is the future generations that will make the decision to remain or change for good or for bad. people must have their say. Future generations will have three choices
1. move closer
2. remain the same
3. separate completely

it is the only way. democracy must apply. gcs as well as tcs have right to make decisions and each community must respect the decision of the other. otherwise we will be back in 1963.

It should not be ethnically .if a gc or a Brit from the north want to be a mp representing the north they should be allowed.

A reminder please that the position of the Republic is briefly...

... a future zonal arrangement, bi-zonal politically but with geographically more than two zones with zonal powers, lower-level zonal admins with zonal laws enforced by zonal courts and zonal police, under a strong and unifying central federal government.

Until some get with it on this arrangement and drop the Two Peoples Two States Two Countries Rubbish, they'll be no end game.
