Correct. Turkey will have to sign and implement a protocol regarding refugees and Turkey will have to accept repatriation of thousands of people who illegally migrated into EU countries via Turkish territory.
Turkey will be monitored for several years to see that they keep their word before they can be granted visa-free travel. Let us see if they repatriate the illegal immigrants/settlers in the north of Cyprus...
Hopefully we won’t need to veto this agreement in three years time because Cyprus will be re-unified and the illegal settlers will have returned to Turkey as part of the solution process.

What's even more ironic is that this agreement after signed must be ratified by all 28 EU parliaments even the cypriot mr.edrogan
