It transpires that one of the conditions being imposed by Turkey to transfer June's payments is more religion in "trnc" schools.
It also looks as though the interim "pm" of "trnc", who clearly has no pollocks, has capitulated to Ankara's demands.

1...." Ankara forces Siber’s “government” to accept its conditions in order to send money for the civil servants salaries-KTOS to boycott the “elections”
Under the title “The government was surrendered to AKP”, Turkish Cypriot daily Afrika newspaper (02.07.13) reports about the “salary crisis” in the breakaway regime and writes that while the money for the payment of civil servants salaries are not sent by Turkey, the “government” of Sibel Siber is bowing in front of the ruling in Turkey Justice and Development Party (AKP).
The paper writes that AKP, which in the past put as a condition the selling of the illegal Tymvou airport in order to send money for the civil servants’ salaries, now is asking from Siber’s “government” to accept its terms which includes the conducting of Quran lesson, the establishing of a religious college and the signing of the economic protocol in order to send money.
“The government which in the past did not accept these demands yesterday voted in favour of them”, writes Afrika.
Reacting to these developments, Turkish Cypriot Primary Teachers’ Union (KTOS) and Turkish Cypriot Primary Teachers’ Union (KTOEOS) stated that they will boycott the forthcoming 28 July “elections”. “They were force to lean as if they were puppets. We will not go into the ballot box to vote for a puppet government”, the two organizations stated during a press conference yesterday.
Meanwhile, Afrika furthermore writes that “prime minister” Sibel Siber made statements yesterday following a meeting of the “council of ministers” insisting that there is no problem between her “government” and Turkey and that the problems occurred regarding the payments’ delay were due to technical issues. She also blamed the “government” of the National Unity Party (UBP) for the delay stating that there were no money to use for the payments, therefore they had to wait for money to come from Turkey. Siber also said that the aim of the new “government: is to increase the salaries but the quality of life..."
