Because we don't have working traffic cameras, when we did for a short while, most people were very careful at traffic lights where they were located.!
What became of the cameras then ?
They didn't work very well and eventually the contract was cancelled, must be more than 10 years ago. New tenders were requested and I think a decision was finally made last year to go ahead with a new lot, but don't know what is happening now we are skint!

unlike the UK where the cameras photo the back of the car, the Cypriot system photo'd the front, which apparently included the faces of driver and any passengers.
Now according to one story the system was taken down after an unidentified prominent public figure was caught by the cameras sat in a car with someone that would have caused a lot of bad publicity for this person, and the system was very quickly taken down.
Not sure at all about veracity of that story.
