It is simply a variation of the turkish flag it does not necessarily represent gray wolves.

Gray wolves use a gray wolve as their symbol.

It is simply a variation of the turkish flag which nationalists sometimes use like some greek nationalists use

which does not necessarily mean the flag is associated with extremists.
