I am not sure I get what your saying, but a free labour market in the EU, or US or Australia will destroy everything. You won't be able to survive on $2 per day!

These "racial" issues that you say are the problem are a direct result of the "White" capitalist development model which stripped the former colonies of their self sufficiency.
Greece did not have a "racial" problem until it got caught up in this mode of development, as the report says, the Greek people got on well with people from elsewhere.
As to alternatives, this is what we should really be talking about.
