Students from all over Africa came to the Soviet Union to study on condition they went back and helped develop their own country. In other words, the Soviets helped Africans to develop their own countries rather than have to flee in desperation.

There was migration in both directions, but it was slower, more natural and allowed both countries to get used to each others differences.

The Soviet path is the harder path, but it is the only way to avoid these problems.

If we pursue the "White" model of developing at the expense of others, e.g. Africans, of course they will seek to come to where the capital is being stored.
