TC's do not have enough property for a fair exchange of properties with the GCs.
Who ever said the TCs will be forced to live in the south state with BBF. They can all live in the north state if they want. They just have to return most of the GCs properties back, that's all.
So in your idea of Democracy and Human Rights, the GCs must sell their properties in the north to the TCs as to not to have any GCs in the north state, one of the jewels of the AP proposals.
