Besides, the rich will NOT stay away just because Cyprus becomes more expensive. They don't stay away from Saint Tropez or Nice just because these places are the most expensive in France. People prefer more southerly regions. Now they're being asked to PAY for the privilege. Cyprus can become the most expensive place in the EU if it has to - so long as the EU recognise it for the asset it is and remove the Turks.
I suspect, judging from other similar scenarios, the more expensive Cyprus becomes, the more attractive it will become to the really rich and those positive things you mention above will still exist.
The rich are feeing France in their thousands because of the Socialist government's 'tax the rich' policy...
Property prices are booming in London, largely due to ghastly rich French people fleeing 70% tax on their earnings for a more favourable tax regime...
Sadly, Socialists don't understand the 'rich'... you believe they all inherited their wealth and sit on mounds of cash all day eating caviare and lighting cigars with €50 notes while plotting ways to avoid paying tax.
The reality is that most 'rich' people worked for their money, are wealth creators, provide employment and pay much more than their fair share in taxes...
Getting rid of the 'rich' that you loath won't help liberate Cyprus - it will just make her poorer...
