Israel is even willing to pay more just to embarrass Erdogan that the lives of Turkish citizens worth more to them than to Erdogan. This is what you call a "political checkmate".

Basically what they are saying is that Israeli did not take any actions that led to any loss of life but it was the passengers actions of brutally attacking the Israeli soldiers that led to loss of life.
