The money is for recognition of the TRNC not the gas fields it will take those when you start producing until then they are useless.

It's offering money to a country it does not recognize (RoC) for it to recognize a "country" that not a single other country in the world recognises?

I don't know how bad your Turkish is (must be really bad), but the article does not state anything about Turkey offering anything for the RoC to recognise the north. It's only an opinion by some nobody on what Turkey should do. That article and it's source has as much value as the paper it was written on which = ZERO.
