Jerry, this is exactly what Christofias did. He begged the Russians for an additional loan but the Russians decided to do nothing beyond a restucturing of their 2.5 bn loan. Then the Germans pulled a fast one and decided to effectively seize Russian assets and drive Russia out of Cyprus in the long term. The Russians have been blindsided and are pretty angry for good reason.

If Merkel's plan was to push out the Russians then this could backfire. It creates an opening for the Russians to get more involved as Cyprus might turn to them for financial help. Today, there were reports that Merkel was explicitly warning Anastasiades not to seek financial help from Russia:

I think Anastasiades was intent on doing a deal with the troika. He just wasn't expecting to be blackmailed. Maybe Cyprus can now use the threat of doing a Russian deal as a way of getting the troika to reconsider the terms. No doubt Putin must be considering his options right now. It would be ironic if all the troika manage to do is drive Cyprus back into Russia's arms.
