Help with a small translation/ EAC bill

I just moved to a new flat and the EAC bill is still under owner's name, I was informed that everything was paid for before I moved.

Now the first bill came and there's the two lines in the attachment below, my limited Greek says this is some outstanding payment that was not paid.

Can somebody confirm that ?

Well literally the word means "delayed", which guess we can interpret as "outstanding".

Anyone else with a view...???
