But what the USA wants normally coincides with what Turkey wants.

Pollocks!... if the USA are on-side then CY will join the PfP, no ifs or buts ... Live with it...!!!

In case Turkey does join the Shanghai 5, then Turkey will be kicked out of NATO, therefore, USA will need bases in Cyprus instead. The USA is just getting it's "ducks in line" in the event!

You mean the USA tells Turkey what it wants then Turkey bends over and does what it's told.

Cyprus wishes to co-operate with the US:

Cyprus’ participation in the Partnership for Peace programme provides Cyprus and the US with the opportunity for closer cooperation in many areas, Defence Minister Photis Photiou has said.

Photiou was speaking at a presentation of certificates to Cypriot National Guard personnel who have successfully completed training on managing ordnance stockpiles, after working for 18 months with trainers from the US military.

US Ambassador John Koenig, also present at the presentation, said the US salutes the Republic of Cyprus’ interest in going closer to the NATO Alliance. “We believe that things like membership in Partnership for Peace (PFP) need to be prepared carefully to ensure a productive and positive effect on our relations and on NATO-EU cooperation that we all seek,” he said.
