The NY Times reports that the project (according to Government spokesperson) Is on schedule for March 2014 target..... Hmmmm and on budget? Governments are not to be trusted whoever they are.
Many companies are keeping a close eye on the project, due to the 'flow' problem.

how can transporting water be dangerous to the environment you silly boy. at worst it will leak water.

stop being stupid - it is already half built. does that not mean they are at the deepest section.

Well yes... environmental best practise is to use what water is available wisely. Bringing in an allegedly vast, new supply does artificially change methods of agriculture, which will have a big impact on environment and eco-systems, particularly if it opens up new areas to permaculture ...

...so yes, better water management of existing supplies, more water efficient appliances and methods, recycling grey water etc is the way to go.
