After months of negotiations, recent media reports suggest that coalition partners in the Turkish Cypriot administration have agreed to privatise the pipeline’s operation under a multi-partner company formula, which will include the participation of several Turkish Cypriot businesses.
The company will be formed under new system to governing its operation and will allow the administration to inspect it and produce general water policies.
The report goes on to say that the company, which had been formed by the local councils in the north for water management (BESKI), will be a strategic partner with a share equivalent to their capital.

The goal, he added, is to maintain and improve the aquatic environment through prudent and rational utilisation of these resources, based on the principles of precaution and preventive action.
Oversights and omissions of the past should not continue for the good of the country and its people, the minister said.
Introducing the plan drafted by the Agriculture Ministry, he said that it “focuses on maximum utilisation of recycled water as an alternative water resource, to provide reliable quantities of water for irrigation and strengthening the water balance. The use of recycled water will lead to reduced use of desalinated water, thereby saving costs and energy.”
The Athienou Wastewater Treatment Plant is part of the broader design for full utilisation of recycled water, which also includes other significant projects scheduled for the next few years.
Moreover, Agriculture Minister said “the government is making efforts to use recycled water from occupied Mia Milia village, which would be transported to the free areas.”
Once planned projects are completed, the use of recycled water will increase from 13 million cubic meters a year to 45 million.

Actually old chap, so far we have been proven right on both counts. The flow is not there, and Davut put us all on the right track re the control thing during his last visit.

The consortium was formed and named BESKI company – a conglomeration of local Turkish Cypriot councils but the municipalities affiliated to The National Unity Party (UBP) are considering withdrawing from the company. The UBP party and their municipalities insist on private entrepreneurial investment based on the ‘build-operate-transfer’ model.
Speaking after a meeting of the CTP party Central Administrative Board and Assembly group on Wednesday night, Republican Turkish Party (CTP) leader Mehmet Ali Talat said “the party is open to discussions on the issue of management but in general the position is clear”.
Turkey has put forward an interim solution, whereby the Turkish Water Board DSI can manage the water until a permanent solution is found. The Turks had previously rejected the BESKI formula. The CTP party prefers the management of the water to be privatised.
