Musti,
You mixed up millions and billions somewhere.
Now about that water, is it flowing or not?

Google Eu funding to its eu members and check for yourself . The figures are documented and released by eu so it's not fabricated.
It would be impossible to be in the millions judging by the level of infrastructure that is being developed in the south funded by eu. You can google the budgetary breakdown of how much money was spent on what . Please feel free to check for yourself. The Eu budget revenue and expenditure clearly. Shows the revenue from Cyprus is 170 billion and the expenditure on Cyprus is 227 billion during 2013.
I have sent a email to European budgetary agency to send me in detail since joining eu how much has been spent in comparison to how much revenue has been generated into the European budget and we shall have a close inspection
The answer to the second part of your question is I don't understand what relevance it has to you if the water is flowing or not. The south has not aided the tc s in any shape or form apart from trying to wipe out the whole race pre 1974 so I don't know what your angle is here ? If it flows they get water if it don't then they don't simple . You don't want to have anything to do with it anyway so what's all the fuss ?

Instead of talking out of your arse you could have provided evidence and links.
The first link shows that Cyprus is a zero net contributor. This means we get back as much as we pay.

The second link shows what we are expected to get back between 2014 and 2020. Still it will be about the same of what we will pay.

The RoC was always supplying water to the occupied and still does at Nicosia.
The RoC never built a dam at Karkotis river (which is the only one that flows 24/7 365 days/year) because she knows is the only river that supplies occupied Morphou with water.
If it weren't for the RoC the Tcs would export everything they produced to Turkey for peanuts. We made the Tcs European citizens, and mind you that some of those funds CYPRUS gets from the EU go DIRECTLY to the Tcs. The question is do the TCs pay anything to the EU??
