Lordo, I said so many times before, from the engineering point of view it an interesting project. I cannot predict if it will or will not work. What I can tell from my experience with ships is that it will require maintenance. I do not know what provisions have been made for maintenance, none have been described. The suspension depth of 250 meters is beyond diver range, divers can operate up to 600 feet with special equipment.
On the other hand there may be new ways to inspect and maintain, or they figure that the first pipe is expendable and a second improved one laid, or who knows.
What is irrefutable and as Pyro points out, is that tankers can do the job now, they could have been doing it for years, and desal would have been a TC owned and run affair. Every choice has its technical and political aspects.
