I will dare make an educated guess here of what is going on.
The Turks are most probably building a water reservoir in the occupied. Not a real dam. They need to have water for emergency situations as well as for military purposes. They will use those huge ductile iron pipes to unload water from SHIPS.They need them to be that big to unload a ship within 2-4 hours. And that will be all.
