Yes, agree that it is the case that Turkey as Occupying Power has total responsibility for the welfare of people caught up the wrong side of the cease-fire line including their health care needs.
Bordo is as usual wrong in farting that the EU will hold the Republic liable, as back in 2004 when CY signed the EU Acquis it was a main point that as the situation in the Occupied Areas was out of its control it is exempt of responsibility.
Now, having said these things, it would still be nice if the Republic could come up with a system whereby adult CYs living directly under the Occupation and visiting the Free Areas for health care could pay a small fee in lieu of the usual health insurance contributions for consultations, treatments and prescriptions.
