Regardless all the legislation is here. From the age of grandpa Philip todate. Crystal clear like everything else in the European RoC

The Public Administration and Personnel Department of the Ministry of Finance and
the Ministry of Health would like to inform citizens that, as of Friday 24th of August
2012, Medical Cards and European Health Insurance Cards (EHIC), in Nicosia, will
be issued both by the Citizen Service Centre (CSC) of Nicosia and the Ministry of
Health under the following arrangement:
(a) The Ministry of Health (corner of Prodromou & Chilonos Streets) will accept
applications and issue Medical Cards and EHIC for Turkish-Cypriots, citizens with at
least one family member who is a non-EU foreign national, asylum seekers and
political refugees.

why dont you ring up the office concerned and ask them if there is a tc in the roc who is paying tax as normal but their health card renewal has been been refused before you open your shitty gob elamb boy.. just quoting a bit of propaganda probably written months ago if not years is no answer. the case exists, asshole.

...Lordo, it's hard to explain the reasons, but recently, at least a few years ago, i needed to renew my medicare card, having worked in another Province in Canada for more than six months. it should not have been a problem, but the lady at the wicket insisted that i go to the Province i was working in and get them to cover the costs that are medical instead. i knew the law, and my rights, but i didn't argue with her when i realised what a mean and twisted person i was dealing with, i left, and as inconvenient and unjust as it was, i waited a few days and returned, seeing another civil servant who completed the transaction without the acrimony.

...attitude is important, being miserable, especially to a miserable person, only results in more misery, whether right or wrong wisdom should guide you to act differently, not against "them", but for a better way of living.
