THEY will be paying the RoC to be granted a lisence drill and then again, when gas is found, THEY will be paying again to get a lisence to extract it and finally THEY will be paying to the RoC at least 70% of the net revenues.
i think you will find they tender for the right and promise a percentage of the profit and just boost the figure so it looks good but in reality it is never achieved. so so far i suspect zero euros has been paid to the roc and thats where it will stay.

The oil/gas companies aren't bidding blindly, their bids are based on seismic surveys.
The seismic surveys that were done 2-3 years years ago and on which the oil/gas companies have based their bids for each block are the property of the Republic.
Each of the oil/gas gas companies (including those that weren't successful) had to buy access to those surveys, for each block they wanted to bid for, to the sum of some 10s of millions.
