Must tell you about one of many run-ins with local councils here in London where it was alleged that the "law was broken" ...
Some months ago got a parking ticket for allegedly contravening parking restrictions up near our local high street somewhere here in London..
This ticket was appealed and contested all the way to the independent from local councils Parking Adjudicator, with loads of photos, drawings of parking bays with measurements .. all referring back to government regulations regarding such things as the required standards of signage and markings cos unless the parking enforcers have complied with every single letter of the regulations (and soooo, soooooo many don't here in London), their alleged parking restrictions are worth nothing. The local council had made a pig's ass of its signage and markings in this case.
In the end, to cut a long story short, the local council, which had failed in its duty to put up regulation-compliant signage and to maintain the parking bay as the regulations required, gave up the case and cancelled the alleged contravention ticket, citing "lack of resources" to further contesting the matter.
Moral of the story...??? It ain't up to local councils or other parking enforcers to decide whether "laws have been broken", only the courts do that. ... oh and never pay the bar stewards 'til you have exhausted all remedies after ref to the regulations.
