"Ode to Joy" is the EU Anthem, in the background. Symbolically she writes "Democracy, Freedom, Sovereignty" etc into the sand. These get washed away by the waves. Then she writes "Hellenes" and the waves wash over as before, but the word remains. She distinguishes between "Europe" (the everlasting) and the "EU" - a political construct. Easy! :D
