And of course the top level will supplement any shortfall in income for the lower level like it is in the uk.

you see it can be done.

Like in the UK, the top level will of course have to set federal laws and collect the necessary taxes through income tax and VAT to fund federal instruments and supplement any shortfall in income at the lower level as the money has to come from somewhere.

The lower level, like in the UK, will be responsible for setting and collecting local taxes i.e. council tax, but must be expected to display responsible governance.

Yes, it can be done.

This solution, which Christofias is proposing, is a grave injustice to the Greek Cypriots... nevertheless I support it as it seems the only way out of this mess... I am prepared to ignore the fact that it is a huge compromise that grants Turkish Cypriots rights stemming from colonisation... but others are more hurt... if I were Turkish I would be trying to sell this idea to the Greek Cypriots... not point fingers... as it is, it is Christofias who is trying to sell it to Turkey...

I am only writing... I am only talking about a rotating presidency at this stage... I am aware that there are property issues and the issue of settlers... I am not talking about these...

same choice the karpasians did. they chose to stay. they will also have a choice to live in the north if they wish so long as they pay their taxes in the north.

Loada pollocks Lordo...

Yes, some thousands did stay behind in the back-water up at the top end of the Karpas, including several relis, there in large numbers in through '75. '76, '77.

Conditions for those that stayed were poor, limited schooling for the kids, controls on teachers, very limited school-books, no bishop to attend to spiritual needs, night-time curfews, constant house-searches etc etc... all in all constant harassment from the Turkish Army ... and let's say much worse.

The result of this being "free to stay" as you so miserably put it, is that thousands left to escape a torturous imprisonment, many for overseas, so that today only some 200 remain.
