Conspiracy or cock-up?.
Personally I think it was cock-up, caused by the gross incompetance on the part of those responsible for orgaising the storage of the containers and their contents, they are the saboteurs and murderers, NOT the ordinary guardsmen and fireman, who were told to water the stack with hoses, when the stuff began to show signs of decomposition, some days before the blast, who were the victims, betaryed by the people in charge.
The containers should have been opened to verify their contents, emptied if needed, so proper risk assessment could be performed and the contents treated appropriately including proper dispersal in bunkers of everything explosive/inflammable, with the opportunity to properly regularly inspect, arrange destruction if appropriate, and all to be done away from a critical facility like the main power station.
That would have also have minimised sabotage risks.
Let us honour the memory of the victims who were trying to prevent the blast, may they rest in peace
