Exactly. Turkey needs the EU because it needs to attract foreign investment. Once it's clear that Turkey cannot join the EU then confidence in Turkey will decline as will that investment. Turkey cannot keep playing the game for ever. Sooner or later that investment will go elsewhere. In other words, Turkey will harm itself economically by not joining the EU and by not reforming. It will be held back by being outside the EU.
The ideology of Turkey being closer to the EU than actually joining is more important thats why they will never officially say its overs the ball is in the EU court but they know that officially rejecting Turkey would not only upset the USA but lose Turkey to the east forever which would create a problems in itself eg drugs people trafficking etc.
The EU is worried about upsetting the Yanks? F*ck the septics!
