I recently had to apply for a birth certificate for my niece in the Nicosia-based office - Telephone 00357-22804224 (second number was 00357-22804295).
On our first visit there, we were asked for the ID of the person needing the certificate, the office is where they issue IDs and Passports (Birth Certificates are on the first floor).
The reason for this message is that the paperwork is always lacking in something. In this case our niece was born in 1944 and left for the UK in 1954 whilst Cyprus was still under British rule. At ten years old they didn't issue IDs, but we managed to supply details of the village she was born in and the lady in the office told us they would have to do a search and took my husband's mobile number to say when it would be ready for collection.
My husband went to the UK with a British passport in 1952 and had to serve two years in the army as did many Cypriots then, and the fact that he didn't have a birth certificate never came up until later. I just asked him how he got a passport in 1952 and he said he had to sign a paper to say he was of good character and not a communist to be given a UK passport. Later, he had to go to a Notary in the UK when his passport ran out.
I put all this in as I have no idea how old your father is and when he left Cyprus it might have been after 1960, when he would have had a Cypriot Passport. So iy might be worth asking the passport office in Nicosia if they have a record of him in their archives.
