Yes, and probably a crook. But Vgennopoulos is not running the country. And he did not cause the 2,5 b public deficit prior to Mari and 5 b after that. (and if you consider that T. Papadopoulos left a 0.5 b surplus, this means Christofias managed a -3b prior to Mari).

Agreed on Chris Tofee Arse being to blame for the public debt both before and after Mari.

Otherwise Vgenopolous may not have been running the country but if press reports are to be believed he seems to have been very very pally El Presidente and he appears to be to blame for what could be a Euro1.8 Bn hole at the the Cyprus Poupular Bank, with reckless lending to Greece and to a small coterie of associates, which hole Chris Toffee Arse said he would fill EVEN THOUGH THE GOVERNMENT HAS NOT GOT THE MONEY, which adds to the pubic debt.

True. The government wants to borow from Russia minimub 1,8 (vgennopoulos's hole) and max 5b to cover other obligations and repayments due in till 2013.
