As long as Cyprus is an EU member, her EU leverage is always going to be there against Turkey. That is given.
Regardless of weather the EU is in a strong OR weak position economically and politically, it is something Turkey wants to be part of.
If the EU is economically and politically in a strong position, Turkey wants to be part of it, just so to reap the benefits for her developing country, and to be part of a strong institution. What prestige for a Muslim country to be in the EU's Christian Club. Turkey will be the "Cat's Meow" in the Middle East and the Arab world in general.
If the EU is not economically and politically in a strong position, Turkey wants to be part of the EU even more, because Turks think (Delusions of Grandeur) they can have more influence in the EU, to show the EU how things are done by a developing Muslim country. What prestige for a Muslim country to think they can lead the EU's Christian Club. That would really be the "Cat's Meow"!
There is just one main problem for Turkey to realise her EU dreams above all else, and that is the RoC, who now holds the keys since 2004 to "mighty" Turkey's EU prospects. Now, that really is the "Cat's Meow"!
