Curiously enough not only is Kurion/Curium not a part of the ROC but technically it is not even within the EU, as the SBA (may they be abolished and handed over to the Government of the ROC) are excluded. Large parts of EU law do however apply and it is defacto a part of th Eurozone.

It is owned and administered by the RoC.
Land ownership and territorial soverignty are not related here The Land may be owned by the Government of Cyprus and managed by them as landowner but it is NOT on the Sovereign territory of the ROC, but the SBA.
Britain's "sovereignty" has been questionable for decades. Their administration over these territories was diminished when the RoC entered the EU. Sharing! People working in the areas are protected fully by EU laws.
- It's just a matter of time before the RoC obtains full control. Perhaps it will be one of the first things on the EU-Presidential agenda ...
